The Sindh High Court (SHC) issued notices to the chief secretary, prisons chief and other authorities on a petition seeking the installation of mobile phone jammers in all district prisons of the province as well as better facilities for the inmates.
Rana Faizul Hasan, a representative of a non-governmental organisation, submitted in the petition that over 4,500 prisoners, including high-profile suspected terrorists, hardened criminals and condemned prisoners, are incarcerated in the Karachi central prison.
He said that recently police recovered mobile phones and contraband during a search operation in the jail. He added that as per media reports influential prisoners having political support were operating their networks from inside the jail and police officials also admitted that several calls had been traced to the jail during investigations into recent terrorism incidents in the city.
The court was told that the number of prisoners detained in prisons across the province had exceeded the sanctioned capacity, which made it difficult to run the jails in accordance with the rules.
The petitioner said that overcrowd jails also caused health problems among inmates.
Citing the chief secretary, the home department, the inspector general of prisons and others as respondents, he asked the court to direct them to install mobile phone jammers at all prisons and ensure that contraband were removed from them.
He further requested the court to direct the prison authorities to ensure that the number of inmates did not exceed the sanctioned capacity of the jail.
A division bench, headed by Chief Justice Maqbool Baqar, issued notices to the respondents, and called their comments on March 4.
